Generally, yes — USB Power Delivery is a negotiated protocol, not a fixed voltage/current push. A compliant laptop only draws the power it actually needs, up to its own maximum, regardless of how much the charger is capable of supplying.
How USB PD negotiation works
During connection, the laptop and charger exchange supported voltage/current profiles and agree on one the laptop requests — the charger doesn't force its maximum wattage onto the device. A 100 W-capable charger connected to a laptop that only requests 65 W will supply 65 W, not 100 W.
When it doesn't apply
This safety property depends on both ends being genuinely USB PD compliant. A non-compliant or poorly made charger that doesn't correctly implement PD negotiation is a real risk regardless of its advertised wattage — buying from reputable, USB-IF-compliant brands matters more than chasing a specific wattage number.
Practical takeaway
A higher-wattage compliant USB-C PD charger is generally safe and can be useful (e.g. a single charger for a laptop and a phone), but it won't make the laptop charge faster than its own maximum draw — going higher than the manufacturer's recommended wattage doesn't provide extra charging speed once you're already at or above it.
